  1. Call to Order: The meeting was called to order at 9:30am by Charles Quaglieri
  2. Open Session – no discussion
  3. Approval of Minutes – November 17, 2018 meeting minutes were approved.
  4. President’s Report – Charles Quaglieri

Property Analysis for insurance:

After discussion with Insurance Broker it was agreed that a property analysis for insurance purposes was not necessary since the HOA has purchased all the insurance that is cost effective and it is not possible to purchase more insurance.

Management Change-over:

January 31, 2019 will be Brad Kohler’s last day and Aidan Miles contract will be effective February 1, 2019.  There will be a review after 6 months

 

Freeze Alerts:

Dan Jones closed down his freeze alert business which the Association has been using for quite some years.  This system will be replaced with TempStix and rely on wifi from the individual units.  Cost will be the same as under the previous system.

Forest Management Grant: No answer at this time.  However it has been determined that this grant cannot be used for maintaining defensible space but only for forest management

U 130-131: Newer style decks have some “sag” issues. These decks were two of the very early deck designs and were extended longer than those later. There is no dry rot.  It is recommended to replace the existing 6”x8” joist with 8” x 12.”  Two bids have been received. Motion to go with lower bid was approved.

 

U120 Basement:

Water in the crawl space and has been reported by owner.  This is being investigated by Adian and Brad and could possibly be related to a broken water main.

 

CHOA Architect:

Ron Driller has retired and has notified the Board.  Scott Ryan of the Ryan Group has been interviewed by Charles Quaglieri and also met with the ARC Committee yesterday and will be assuming those responsibilities.  The Ryan Group was involved with Chinquapin many years ago and is familiar with the project.

 

Treasure’s Report

Mr. Giacomi stated that we were $230,000. Under budget from last year.  This amount was moved to the general account.  Currently there is the following:

$510,000.  Charles Schwab which was re-invested at 2.3 %

$253,000. Plumas Bank account

$763,000.

$518,500.00 in the operating account as of 12/31/18

 

There will not be an assessment for the additional cost of the insurance this year.  All dues are current at this time.

In reference to the insurance cost re-imbursement in case of a catastrophic fire of Chinquapin, the approximate amount per square foot would be $395.00.  This does not include the replacement of the Dollar House or the pier.

Mr. Giacomi also reported that effective January 1, 2019 Assembly Bill 2912 requires the all HOA’s must report their financial reports monthly rather than quarterly.

 

IV: Committee & Staff Reports

ARC – Ms. Mitchell reported that the committee is trying to streamline the process.

Unit 1 is doing an interior kitchen remodel which involves venting the stove fan thru the roof.  Owner will be required to  sign a document making them responsibility for leakage for the entire building. In this case, a new roof was installed approx 6 years ago with a 30 year warranty.  It was suggested that a Notice of Responsibility be recorded stating to a new buyer that the responsibility for any leaks stays with the property.

The old ARC members stepping off the committee are: Ken Lyons and Bill Klein.

Those serving a 1 year term are:  Clint Harless, Charles Quaglieri, Alan Vidinsky and Ralph Coppola.

Those serving a 2 year term:  Haley Packard, Annie Mitchell and Terry Sarvas.

ARC meetings are being moved to the day prior to the full Board meeting.

 

Building Committee:

Chimney inspections will be moved to late spring rather than the fall to avoid a big demand on the vendor.

 

Grounds Committee:  Fall Update:  tree and brush removal continued on schedule and will continue this spring as the snow and weather permit.  The beach area near the pier is being expanded as a result of the cottonwood trees being removed due to tree and root rot.

Mr. Aidan Miles reported that the snow blower is doing well and less damage to the asphalt. Cost of operation about the same.

Insurance Committee:

The insurance deductible per unit was increased to $100,000.

In case of the coverage being used, the homeowner will be responsible for that amount. It is very probable that there will be a gap between the Association’s policy coverage and the property value.

It was strongly recommended by Mr. Miles that each homeowner contact their individual broker and increase the coverage to at least that amount under their HO 6 policy.  (HO-6 insurance policies cover the interior of the unit and personal property inside–commonly known as “studs in” or “walls in” coverage.)  Mr. Miles explained that most units with Chinquapin are “townhouses” with the exception of the 1 bedroom which are “condominiums.”

There are approximate 316,876 square feet and insurance coverage of 75 million and 50 million respectively between the two policies.

 

WMC Report:

Mr. Aidan Miles reported that this is going to be the summer of weddings at the Dollar House.  There are currently 4 dates being reserved.

The boat buoy fees will be increase slightly by 1% which is equal to the HO Assessment.

With no other business needed to be discussed, the meeting was adjourned at 11:10 am
