2025 President’s Letter

Greetings Fellow Homeowners,                

     The last month at Chinquapin has seen a flurry of activity.  Spring painting, asphalt paving and sealing, tennis court resurfacing, new roofs, and a significant reworking of the turnaround at the Dollar House.  In addition to these routine maintenance tasks, we are already putting the funds from our special assessment to critical use.  New roofs are nearly completed on Units 121-123 and 42-44.  We have placed a 50% deposit towards the work to replace the ailing #3 sewer pit and pump.  Work has begun on the deck rebuild for unit 100 and shortly the rebuild of the decks on units 32-35 and 50 will commence.  Our tree service has performed extensive brush and dead tree removal on the “back forty”, the area between units 1-4 and 5-8 and the highway.  The CHOA Board will provide a quarterly accounting of the expenses that relate to our special assessment.  To date we have received $520,000 from our $10,000/unit assessment.

     There is good news on the insurance front.  Our broker of record, Robert Nielsen, with assistance from our CHOA Board insurance chair, Cris Wedekind, has been able to secure coverage for the ensuing 12 months at a slightly reduced rate.  Our premium for the next 12 months is just under $1,000,000.  Very expensive but still significantly less that we were paying previously (2023).  The insurance period will run from May to May.  This favorable news should allow us to maintain quarterly dues at the current level.

     With the busy summer season nearly upon us, I would like to remind all homeowners of several important issues.  First, as you are aware we now have a nonsmoking policy that covers all common areas, including decks.  Please respect this new ordinance.  Violations will result in a $500 fine.  The only area where smoking is allowed is within individual units.  Next, our boating season will soon be in full gear.  I wish to remind all boaters to exert extreme caution when approaching the docks.  We have placed new buoys to help alert boaters to the swimming areas off the beach and in between the main and the Dollar House piers.  In the interest of safety, we have moved the swim platform closer to the Dollar House pier and would like to encourage homeowners to preferentially use this pier to swim rather than the main pier which is always more congested with boating activities.  Lastly, with regards to boating I would like to make an impassionate plea that all boaters respect the 5 mph law surrounding the mooring field.  The ABC’s of California boating require all vessels to maintain a speed of 5mph or less within 200 ft of a mooring field.  We have witnessed far too many boats ignoring this rule.  Please be aware that wave energy is proportional to the square of the wave height.  A wave of two feet will pack four times the destructive energy of a one foot wave and a three foot wave (as sometimes seen with some of the larger wake surf boats) nearly ten times the power.  Repetitive forces of this magnitude can and have moved some of our mooring blocks.  It will be quite expensive to move them back to their proper positions and spacing.  The turbulent wave action also results in harmful chafe on the mooring lines and hardware.  Please observe the 5 mph or no wake rule within 200 ft of the buoy field!

     Finally, I would like to update you on several impending projects.  First, with regards to Chinquapin “boarder security” we will be placing an unobtrusive, no climb fence at the Dollar Point end of our property.  This is where many trespassers enter Chinquapin.  This fence will not compromise our nature trail.  We will also repair and extend the North end fence.  Hopefully, these two fence projects will significantly reduce uninvited intrusions.  Second, the CHOA Board has signed a contract with EV Match, a company based in Redwood City and recommended by one of our homeowners, to provide the hardware, software, and expertise to install two dual charging stations on our property.  The locations will likely be near the rental office and near the swimming pool.  Please note that these will not be superchargers as the electrical infrastructure at Chinquapin cannot support them.  More details will be forthcoming after the installation.  Additionally, we will soon be subjecting the lower pool bathroom to a complete renovation (desperately needed!).   We apologize for any inconvenience to pool users during the next week or two.  Lastly, due to the overwhelming popularity of pickle ball we will be converting one of the tennis courts into two pickle ball courts.  Hopefully, these projects will be completed by the busy 4th of July week.
