Dear Chinquapin Homeowners,

As we head into the beautiful summer months, the Board’s primary focus remains the safety, well-being, and mutual respect of everyone who calls Chinquapin home. With more of us outdoors enjoying our beautiful surroundings, I want to address a few critical safety and community matters to ensure Chinquapin remains a secure and peaceful environment for all.

Understanding and Respecting the Leash Law

We are fortunate to live in a region defined by its stunning natural landscape, but our open spaces do not exempt us from county and state regulations.

Please be reminded that Placer County (and the State of California) enforces a strict "Leash Law." Under this ordinance, all dogs must be securely restrained on a leash when off their owner's private property.

To maintain the safety of our residents, guests, and other pets, the Board will be actively enforcing this regulation. We ask that you strictly adhere to the following rules:

Leash Before Leaving: For the safety of your pet and neighbors, leashes should be secured inside your unit before stepping out the door. No dog should be outside a unit, at any time, without a leash.

Playing Fetch: Throwing a ball or toy for your dog is restricted to designated dog parks. If you are throwing a toy into the lake, it should only be done when no other people or dogs are visible nearby.

 Community Safety: While Chinquapin offers beautiful open spaces, the leash law is vital for preventing unpredictable interactions. Even the most well-behaved dog can react unexpectedly, and keeping pets leashed ensures every member of our community feels safe walking our grounds.

E-Bike Safety Precautions and Restrictions

With the same emphasis on community safety, we have noticed an increase in Electric Bike (E-Bike) usage around the property. Because E-Bikes can achieve much higher speeds and carry more weight than traditional bicycles, they pose a significant safety risk in pedestrian-heavy areas.

To protect our residents and preserve our shared spaces, please observe the following rules:

Restricted Areas: E-Bikes are strictly prohibited on the beach and all walking paths. These areas are reserved exclusively for pedestrian foot traffic. E-bikes must be restricted to paved vehicle roads.

Speed and Helmets: When riding on permitted roads, please maintain safe, controlled speeds and wear helmets.

Pedestrian Right-of-Way: Always yield to pedestrians, be mindful of blind corners, and watch for residents stepping out from their units.

Please ensure your children, renters, and guests are fully aware of these restrictions.

Fire Remediation and Safety Committee

You have likely noticed a substantial amount of fire remediation work taking place around the property. While a significant amount of brush and debris has been removed to protect our community from wildfire risks, we are incredibly pleased that the overall aesthetics and natural beauty of Chinquapin remain intact.

Wildfire preparedness is an ongoing effort. The HOA has an active Fire/Emergency Notification and Evacuation Committee. If you are interested in volunteering your time to help keep Chinquapin prepared and safe, please contact the Property Manager’s office to get involved.

Next HOA Meeting

Our next Association meeting is scheduled for July 6, 2026, at 8:30 AM. I invite and encourage you all to attend as we discuss current projects and the ongoing management of our community.
