Call To Order & Agenda

The Annual Meeting of the homeowners was held on the above date, time, and location. Notice of the meeting was provided in accordance with the governing documents of the Association. The meeting was called to order at 4:00PM, a quorum of Directors was present.

Motion: To approve the prior meeting minutes.

Result: Approved unanimously

President's Report

• Mr. Bertelsen expressed happiness to see the dollar house filled to capacity with homeowners. 

• Mr. Bertelsen thanked the guest speaker Dr. Alex Forrest for hie discussion of conditions that affect the quality of Lake Tahoe’s water.

Financial Health and Board Updates

• Marvin Feinstien CHOA BOD Secretary gave Association Financial update on behalf of Jeff Giacomi, CHOA BOD Treasurer. The association reported strong financial health with $2.124 million in cash and investments, including $1.5 million in reserves and $608,000 in operating cash as of August 17, 2026. The treasurer continues to monitor budget performance with management.

• The board approved the annual transfer of funds from operating to reserve accounts.

CHOA 2026 Election Results

Mr. Bertelsen reported election results and board assignments

• Mr. Cris Wedekind reelected will serve as the new BOD President and will remain the ARC Chairman.

• Bruce Bayne reelected will serve as Vice President and Buildings Committee Chairman.

• Newly elected to the BOD, Lisa Kelley, who will serve as the Board Secretary.

• Mr. Marvin Feinstein will move to Pool & Tennis Chairman.

• Terry Sarvas Remains as Grounds Chairman,

• Bob Nielsen remains as Insurance Chairman,

• Jeff Giacomi remains as Treasurer.

Management’s Ongoing Property Management and Maintenance 

• Deck replacements,

• Roof leaks and Replacement

• Brush & tree work is necessary due to regulatory requirements and a grant condition requiring CHOA to complete 50-100 feet defensible space around buildings by end of 2027

• New Homeowner Platform to provide homeowners with online access for reservations, work orders, ARC requests, real time accounting/financials.

Insurance Committee

• Mr. Nielsen reported successful insurance renewal at a lower cost despite the high-risk fire zone classification.

• Mr. Nielsen noted that insurers monitor vegetation and property conditions, and that continued compliance is important.

• The Association's loss history, maintenance, and ongoing defensible space work continue to support insurability.

Homeowner Comments & Discussion

• How will defensible space requirements affect the insurability of the property and the short-term rental permits and if there was enough manpower available.

• The board stated the defensible space budget will allow for additional manpower and will provide the necessary resources to support management in their efforts to bring CHOA into compliance by the timeline that has been coordinated with NTFPD.

• Discussion ensued about trail access from Dollar Point, where a 30-foot fence was installed but quickly violated, leading to plans for a more deterrent fence and potentially hiring a gate attendant during high season.

• Discussion ensued about concerns regarding recent bear incidents, with several homeowners sharing their experiences and discussing potential bear-deterrent solutions, including electric mats and other protective barriers.

• Homeowners expressed appreciation for the improvements observed for the condition of the association grounds.

Mr. Wedekind expressed great appreciation on behalf of the board and the association for outgoing Board Member, Buildings Chairman, and former CHOA President Carl Bertelsen for his many years of service, time, and dedication to the Chinquapin community.
