ELECTION RULES & PROCEDURES
The CC&Rs and the By-laws are the primary governing documents of the Chinquapin Homeowner’s Association. From time to time, the
Board of Directors may adopt, publish and enforce additional policies to guide the Association and the Homeowners regarding issues not covered in either the CC&Rs or By-laws. The
following Policies are currently in effect:
GENERAL MAINTENANCE POLICY
Each owner shall keep his/her unit and any exclusive use common area appurtenant to the unit in good condition in accordance with the
governing documents. No owner shall throw or permit to be thrown any substance from windows, balconies, decks or doors of his/her unit. Additionally, no towels,
clothing or related objects shall be hung or draped over any porches or deck railings.
Sidewalks, entrances, roadways, stairways and the like shall not be obstructed or used for any purpose other than ingress to and egress from the various units.
- Exterior Attachments
- No awning shall be attached to or hung from the exterior of any unit or any balcony or deck. One satellite dish, as allowed by law, will be allowed, but must be not be on any roof, and must be placed as unobtrusively as possible.
- Homeowners are reminded that the CC&Rs state that “No Owner shall make any alteration whatsoever to any exterior or interior portion of his Residence Lot without having first obtained the written approval of the Association…” (Article IV, Section 8).
- Renovation guidelines, forms and procedures are available on the Chinquapin web site or at the offices of WMC, and must be followed.
- It is the homeowner’s responsibility to obtain CHOA Architecture Review Committee approval, and all Placer County and TRPA (if necessary) permits. A copy of all permits must be filed in the office of WMC prior to commencing any work. The homeowner and the homeowner’s contractor must comply with all conditions of such permits in a prompt and expeditious manner.
- All construction work must be undertaken by licensed California contractor(s), who are appropriately licensed for the type of work to be performed. Contractors must provide a copy of their license and insurance certificates (evidencing adequate liability and workman’s compensation insurance) to WMC prior to commencing any work within the Chinquapin property. Contractors must be in good standing with the Office of the California Registrar of Contractors and the California State Licensing Board (CSLB).
LANDSCAPE AND GROUNDS POLICY
- As stated in Chinquapin’s CC&R’s, Article II, Section 2, Common Area, “No owner shall cut, trim, prune, remove, replace or otherwise alter or affect the appearance or location of any living tree, plant or other vegetation located in any portion of the Project Common Area without the prior written consent of the Association. Should any owner fail to comply with the restriction imposed by this provision, the Association may recover from such owner the cost of restoring or replacing any such vegetation. No changes, alterations, additions to or removal of any portion of the Condominium Common Area shall be undertaken except by the Association.”
- A request for landscape changes around a homeowner’s residence or in the Common Area must be made in writing to the person in charge of Grounds on the Chinquapin Board of Directors. Homeowners must use the “Homeowner’s Request for Maintenance” form available on the Chinquapin web site or at the WMC office.
VEHICLE AND PARKING POLICY

- No vehicle belonging to any owner, guest or renter shall be parked in a
manner that would impede or prevent ready access to paths leading to any
unit at Chinquapin.
- Parking is permitted in designated parking areas only.
- The fire lanes shall be kept clear at all times.
- Chinquapin homeowners will be issued Chinquapin stickers or placards for
their families (number determined by homeowner). All vehicles must display a
Chinquapin sticker (applied to the lower left front windshield) or a
Chinquapin placard (to be hung from the rear-view mirror).
- Stickers and placards will be keyed to unit numbers.
- Chinquapin homeowners will also be issued two guest placards. Guests must
display placards.
- Renters will receive visitor passes (with valid dates) from the Packard Realty office.
- During major holiday periods, Unit specific signs will be posted in congested areas. Additional cars must be parked in designated overflow areas.
- Half lines will be painted (in a muted color) in some parking areas to
better utilize the space.
- Homeowners will be directed to the overflow parking areas when they have
more than two cars on the property.
- There will be numbered parking spaces only in the area nearest the pier.
- Homeowners are directed to call
WMC about an offending
vehicle. WMC will assist the Association by contacting offending vehicle
owners to move their vehicles.
- No motor home, trailer, motorcycle, motor scooter, motorized all-terrain vehicle or moped is allowed
on Chinquapin property.
- No boats on trailers, or boat trailers may be parked on the Common Area, except owners with carports are allowed to park their boat and/or trailer in the carport
if it does not extend beyond the entrance to the carport.
- No parking, unless specifically approved, is allowed at the Dollar House and the beach/pier areas except for loading and unloading purposes. Otherwise, parking is permitted only in designated parking areas.
- No vehicle belonging to any owner, guest or renter shall be parked in a manner that would impede or prevent ready access to paths leading to any unit at Chinquapin.
- Except for owners with carports, any vehicle which will be parked and not driven for an extended period (one week or more) shall be parked in an Overflow area, rather than in congested areas directly adjacent to multiple units.
- Chinquapin homeowners must furnish WMC with a copy of the registration on each boat for which they are requesting a buoy. Each homeowner will receive a buoy request form from WMC prior to the boating season.
- A homeowner request for more than one buoy per unit will be considered by the Board of Directors annually, depending on buoy availability.
- Boats longer than 27’ must be specifically evaluated by WMC for proper positioning in the buoy field.
- Boats that do not exhibit a current Chinquapin sticker will be asked to leave the pier and buoy field areas.
- Chinquapin boat stickers must be placed on the lower left corner of the windshield of each boat. Boats not having a windshield must place them on the left side of the hull, under the area where a windshield would normally be positioned.
- Renters will receive visitor passes (with valid dates) from Packard Realty office.
- Homeowner guests must have visitor day passes. Homeowners must notify the pier person that they have a guest coming to the pier. Homeowners can either supply the guest with a homeowner guest pass or secure a visitor pass from the WMC office.
- Boats should not be left at the pier. In the event a boat is left at the pier and it does not have a homeowner’s sticker or a visitor pass, it will be towed at the owner’s expense.
- All small boats kept along the shoreline during the boating season must be removed and properly stored when Chinquapin buoys are removed.
- In addition to observing existing Coast Guard and County Sheriff speed limits and rules, boat operator’s must operate their boat in a safe and prudent manner in and about the pier area and buoy field.
SMALL CRAFT WINTER STORAGE POLICY
- Each Homeowner is required to attach a sticker to any watercraft docked on the beach during the summer. WMC will distribute stickers that will be registered to each Homeowner in the same manner as are the current boat stickers for boats on buoys.
- In accordance with current Rules and Regulations, small watercraft are to be removed from the shoreline at the same time that boats are removed from the buoy field – usually, October 15.
- As a service to Homeowners, WMC will remove any remaining dry docked watercraft when they remove the buoys from the buoy field. Homeowners will need to unlock the craft. If a watercraft is still secured by a chain when the shoreline is cleared, the chain will be cut.
- All watercraft will be stored by WMC near the Dollar House for the winter. Homeowners need to contact WMC to set the date for their watercraft to be returned to the beach when the buoy field is re-installed in the spring. Homeowners are responsible for relocking their watercraft.
- The Homeowner will be charged a $50 fee for this service, handled in the same manner as is currently done for the buoy rentals.
- If the watercraft does not have a valid sticker, it will not be returned to the beach in the spring until a sticker is obtained and applied to the watercraft. The Homeowner will then pay for the past season of storage.
- Homeowners may remove and store their watercraft themselves if they so choose, but they must do so before the buoy field is cleared, and they will still be required to obtain the registration sticker.
BEACH, POOL & TENNIS POLICY
- Beach Area
- The Chinquapin beach areas have been designated for the exclusive use of Chinquapin owners, owner’s guests, and renters. Owner’s guests in residence are permitted to use the Chinquapin beach areas.
- No parking outside of designated parking spaces is allowed at the beach areas except for loading and unloading purposes.
- No barbecues are permitted at the beach areas.
- No glass containers of any kind are allowed at the beach areas.
- No dogs or pets of any kind are allowed on the Chinquapin beaches.
- Pool, Bathroom and Sauna Areas
- The Chinquapin pool, bathroom and sauna areas have been designated for the exclusive use of Chinquapin owners, guests of owners, and renters. Owner’s guests in residence are permitted to use the Chinquapin pool, bathroom and sauna areas.
- No parking outside of designated parking spaces is allowed at the pool except for loading and unloading purposes.
- No roller blading, roller skating or skate boarding of any kind is allowed in the pool area.
- No barbecues are permitted at the pool area.
- No glass containers of any kind are permitted in the pool area.
- No smoking is permitted in the pool area.
- No dogs or pets of any kind are allowed in or around the pool area.
- Tennis Courts
- The Chinquapin tennis club and tennis court areas have been designated for the exclusive use of all Chinquapin owners, guests of owners, and renters. Owner’s guests in residence are permitted to use the Chinquapin tennis club and tennis courts.
- No parking outside of designated parking spaces is allowed at the tennis club and tennis court areas, except for loading and unloading purposes.
- No roller blading, roller skating or skate boarding of any kind is allowed in the Chinquapin tennis areas.
- No barbecues are permitted at the tennis club and tennis court areas, except under the supervision of the tennis pro.
- No glass containers of any kind are permitted in the tennis court area.
- No smoking is permitted in the tennis court area.
- Pets are discouraged in the Tennis area. In the event a pet is disrupting or bothering anyone playing tennis, the pet must be removed immediately. The Tennis Pro may also direct the removal of any pet from the tennis area at his discretion.
- All use of the tennis courts and tennis club areas must be scheduled through the Chinquapin tennis pro shop.
DOLLAR HOUSE POLICY
- The Dollar House is for the exclusive use of Chinquapin homeowners, their families and guests. The Board of Directors shall establish appropriate charges for the use of the Dollar House.
- Owners must be personally present at any event in which the Dollar House is being used.
- Pets are strictly prohibited in the Dollar House.
- No commercial or business use of the Dollar House is permitted.
- The Dollar House may not be reserved more than one year in advance.
- No parking is allowed at the Dollar House except for loading and unloading purposes.
- All applicants must arrange off-site parking,
- There should be no use of staples, tacks, masking tape, glue, or other like adhesive to the doors, walls or light fixtures.
- There will not be any rice, confetti or bird seed thrown anywhere on the property.
- Homeowners holding an event at the Dollar House are responsible for any damages.
- Daily usage fees for the Dollar House, Dollar House Patio and Dollar House Pier:
- The fee is $250 for groups of 30 or fewer, and $500 for groups of 31-70, and $750 for groups of 71-120
- Over 50 people, the host must rent two (or more) portable toilets.
- Homeowners may use the Chinquapin piers for docking of boats. Boats may be docked at the piers for the purposes of loading and unloading. Boats may also be tied up for cleaning and maintenance, only when other boaters are not waiting to tie up.
- The piers are for the exclusive use of Chinquapin owners, guests of owners, and renters. Owner’s guests in residence are permitted to use the Chinquapin piers.
- No parking is allowed at the pier areas except for loading and unloading purposes.
- No barbecues are permitted at the pier areas.
- No roller blading, roller skating or skate boarding of any kind is allowed on the piers.
- Any boat or Jet Ski using the piers must display a current Chinquapin sticker or renters tag. The Dollar House Pier has been designated as a specific area for use of legal jet skis. Any boat or jet ski moored to the pier not displaying a current Chinquapin sticker or renter tag will be towed at the owner’s expense.
