Architectural Review

Based on the CHOA governing documents, the ARC is composed of not less than three (3) nor more than seven (7) members appointed by the Board. In selecting Members for the Committee, the Board shall endeavor to select individuals whose occupations, experience, or education will provide technical knowledge and expertise relevant to matters within the Committee's jurisdiction. The Committee must include at least one (1) licensed architect who is either an Association member and volunteer, or a paid architect to act as a consultant for the Association. Committee members shall serve two-year terms subject to the Board's power to remove any Committee member and to appoint his or her successor. The current ARC members are

  • Haley Packard, Chair, Unit 82
  • Terry Sarvas Unit 18
  • Carl Bertelsen, Unit 181
  • Dana Stadler, Unit 171
  • David Heneghan, Unit 7
  • Bill Moyes, Unit 128
  • Scott Ryan, Architect Consultant

Mitch Packard, General Manager, and Aidan Miles, Head of Maintenance, are the staff liaisons with the committee.

The committee’s purpose is to improve Chinquapin while keeping the integrity of property.  Secondly, we want to make it as easy as possible to assist you in improving your property even though there are many rules enforced my the TRPA and other governing bodies.

With that in mind, your first step when considering a remodel is to reach out to Mitch Packard, General Manager, or Haley Packard, Committee Chair, to share your ideas and we will discuss with you whether your project is a Fast Track or a General Item (more complex).  We will also direct you a general checklist that can be found here .  All forms for ARC can be found here.

All projects will require approval from the ARC and the Board.  We have regularly scheduled meetings held at 9:30 am on the Friday before the Board Meetings.
