HISTORY OF CHINQUAPIN'S ARCHITECTURAL DESIGN:

CHINQUAPIN’S design theme was conceived by Jim Morton, a prominent architect who practiced in the Tahoe area during the 1960’s and 1970’s.

Some of CHINQUAPIN’S buildings are now approaching thirty years old. With age comes the need for an update of the exterior appearance. However, it is important that we maintain the design integrity that we know as CHINQUAPIN.

PURPOSE OF THESE GUIDELINES:

One of the charters of the Architectural Review Committee [ARC] is to keep the appearance of CHINQUAPIN as a whole consistent with the design theme that has served it well over its first thirty years. We all recognize that the exteriors of the community must be maintained to keep the property values intact and to keep the appearance of CHINQUAPIN fresh. The desirability of using current building materials and technologies that have the comfort, safety and property values in mind, need to be balanced with the original design theme.

These guidelines are meant as a tool to assist property owners to understand the process by which improvements or renovations to specific aspects of the exteriors of individual units should be handled. The ARC fully intends to maintain a spirit of cooperation between the ARC and individual property owners.

The intent of these guidelines is to define the standards and/or acceptable materials and “look” which, if followed, will result in “Fast-track” approval. Homeowners are, of course, able to propose modifications that do not follow these guidelines, which will then follow the normal review/approval process. The CC&Rs state that “No Owner shall make any alteration whatsoever to any exterior or interior portion of his Residence Lot without having first obtained the written approval of the Association….” [Article IV, Section 8].

PROCEDURE:

If a homeowner is interested in making modifications of the type covered in these guidelines, the following steps should be undertaken:

  • At WMC, read and obtain a copy of the guideline for the type of modification you intend to undertake
  • Obtain from WMC or on this web site the “Homeowners Request to the Architectural Review Committee” and the “Check List for Approval to Construct
  • Work with your architect or contractor to fill out the form and follow the Pre-Approval steps. If your plans conform to these guidelines, you will receive Fast-track approval of your project from the CHOA Director of Buildings and Infrastructure [or his/her designee]. Under normal circumstances, you should receive approval within 15 days
    • If your project specifications fall outside of these guidelines, it will be necessary for you to wait until the next meeting of the ARC and the Board to have your project considered
  • Once you have received approval, follow the “After Approval” steps
  • It is MANDATORY that all Placer County and TRPA [if necessary] permits be on file in the offices of WMC PRIOR to commencing work
    • WMC has been instructed by the Board to STOP any project for which permits are not on file
  • All construction work in CHINQUAPIN must be done by a licensed contractor
    • A list of contractors who have experience in CHINQUAPIN is available from WMC. Also available from WMC are the addresses and phone numbers of approved vendors of skylights, doors, windows, lights, etc.
  • After your project is completed and you have received final inspection sign-off on your permits from the County, you must give a signed copy to WMC.

All modifications/renovations not covered by these guidelines must follow the normal review/approval process outlined in the Homeowner Request to the Architectural Control Committee and the Check List for Approval to Construct.

APPEALS:

Decisions of the ARC may be appealed to the Board of Directors. Decisions of the Board of Directors are final.
